“Affected facility” means a non-metallic mineral processing plant other than the following:

1. (a) A facility located in an underground mine;
2. (b) A wet material processing operation;
3. (c) A fixed non-metallic mineral processing plant with a capacity of 25 tons per hour or less;
4. (d) A portable non-metallic mineral processing plant with a capacity of 150 tons per hour or less; and
5. (e) A common clay plant or pumice plant with a capacity of 10 tons per hour or less.
