1. (a) At least 30 days before the date of any public hearing related to revisions to the state implementation plan (SIP), the department shall cause a public notice to be published in a newspaper of general daily statewide circulation.

2. (b) The notice shall contain the following information:

   1. (1) An explanation of the proposed SIP revision;
   2. (2) The location(s) where, and the hours during which, a copy of the proposed SIP revisions may be reviewed;
   3. (3) The date by which, and the address where, written comments must be filed; and
   4. (4) The date, time, and location of the hearing if one has been scheduled, or the deadline for requesting a hearing if one has not already been scheduled.
3. (c) Any person may request a hearing by submitting a written request for a hearing to the address specified in (b)(3), above, on or before the deadline for requesting a hearing specified in (b)(4), above.
4. (d) If a hearing date is not contained in the notice published under (b), above, but a hearing is requested during the comment period, the department shall set a date, time, and location of the hearing and cause that information to be published in a newspaper of general daily statewide circulation and on the department’s web site at least 30 days prior to the hearing date.
5. (e) The department shall send the required notice(s) to the U.S. Environmental Protection Agency, Region I (EPA), at least 30 days prior to the end of the comment period or the hearing date, as applicable.
