1. (a) No individual shall function as an asbestos management planner for schools in New Hampshire without first being certified as an asbestos management planner under the provisions of this chapter.

2. (b) The applicant for an initial asbestos management planner certification shall meet the following minimum criteria:

   1. (1) Have an associate degree or certificate of completion of a 2-year program in:

      1. a. Project planning;
      2. b. Management;
      3. c. Environmental sciences;
      4. d. Engineering;
      5. e. Construction;
      6. f. Architecture;
      7. g. Industrial hygiene;
      8. h. Occupational health, or
      9. i. A related scientific field; and
   2. (2) Have 6 months of experience in asbestos abatement, including experience in asbestos management.

3. (c) In addition to the items required to be submitted by Env-A 1815.03(a) or Env-A 1815.08(a), as applicable, the applicant for an initial or renewal asbestos management planner certification shall submit to the department by mail, hand delivery, or electronic means, the following:

   1. (1) A completed “Asbestos Inspector, Management Planner and/or Project Designer Certification”, form NHDES-A-01-009 dated January 1, 2026, available at https://onlineforms.nh.gov/?FormTag=NHDES-A-01-009 or via the department’s website at www.des.nh.gov; and
   2. (2) Whether the application is for certification as an inspector, project designer, or management planner;

   3. (3) For an initial application, submit the following:

      1. a. A copy of each degree conferred on the applicant demonstrating that the applicant possesses the minimum education specified in (b)(1), above; and
      2. b. A list of employment history including employer’s name, dates of employment, type of occupation, and job duties demonstrating that the applicant possesses the minimum experience specified in (b)(2), above; and
   4. (4) The name, mailing address, email address, telephone type, and telephone number of the applicant’s employer.
