“Responsible person” means each individual who has managerial, supervisory, or substantial decision-making authority and responsibility for the activities of a license holder, including:

1. (a) For a corporation, the following:

   1. (1) All officers and directors;
   2. (2) All shareholders, if a privately held corporation, or all shareholders holding 10 percent or more of the corporation’s debt or equity, if a publicly traded corporation; and
   3. (3) All management and supervisory personnel;
2. (b) For a partnership, all partners, whether general or limited, and all management and supervisory personnel;
3. (c) For an association or other organization, all principals, members, and participants, as applicable, and all management and supervisory personnel; and
4. (d) For a municipality or other political subdivision of the state, the individuals elected or appointed to oversee or manage the prudential affairs of the political subdivision, and the managers and supervisors of the department(s) that will perform work under the authority of the license.
