For the purpose of this part, the following definitions shall apply:

1. (a) “Determination of insufficiency” means a written determination by the department that the documentation submitted by an applicant pursuant to Env-A 1315.02(a), is inadequate for the department to issue a NOx RACT order; and
2. (b) “Determination of sufficiency” means a written determination by the department that the documentation submitted by an applicant pursuant to Env-A 1315.02(a), is adequate for the department to issue a NOx RACT order.
