For the purpose of this part, the following definitions shall apply:

1. (a) “Batch type asphalt plant” means an asphalt plant where equipment external to the rotary dryer is used to mix the aggregate and asphalt cement or other binder;
2. (b) “Drum mix type asphalt plant” means an asphalt plant where the asphalt cement or other binder is added to the aggregate while the aggregate is in the rotary dryer; and
3. (c) “Rotary dryer” means a cylinder which rotates about a fixed axis and through which hot gases are passed for the purpose of removing moisture from solid material.
