“Theoretical potential emissions” means the quantity of nitrogen oxides that could be emitted by a source, prior to the application of add-on controls, based on either of the following:

1. (a) Continuous operation of 8760 hours per year at the maximum heat input rate of the source; or
2. (b) Hours of operation, process conditions, or both that are limited by the conditions of a federally enforceable permit.
