The owner or operator of a flexible-packaging printing operation shall control VOC emissions from cleaning materials by using the following work practices:

1. (a) Storing VOC-containing cleaning materials and used shop towels in closed containers; and
2. (b) Conveying VOC-containing cleaning materials from one location to another in closed containers or pipes.
