1. (a) Within 30 days of the issuance of a proposed RACT order, the department shall issue a public notice of the proposed RACT order, once in a newspaper of daily statewide circulation and once in a newspaper in the general locality of the affected source.

2. (b) The public notice specified in (a), above, shall:

   1. (1) Briefly describe the proposed RACT order;
   2. (2) Offer the opportunity for a hearing;
   3. (3) State where the full proposal is available for inspection, including whether the proposal can be accessed electronically; and
   4. (4) Identify the name and contact information for the individual at the department to whom a request for a hearing should be directed.

3. (c) If a public hearing on the proposal is requested, the department shall:

   1. (1) Publish a notice in a newspaper of daily statewide circulation, stating the the place, date, and time of the hearing at least 30 days prior to conducting the hearing; and
   2. (2) Conduct the hearing on the proposed RACT order in accordance with the non-adjudicative hearing procedures specified in Env-C 200.
