"Paper coating" means:

1. (a) Coating of paper or pressure sensitive tape, regardless of substrate material, by means of:

   1. (1) Direct surface application; or
   2. (2) Impregnation or saturation by the use of roll, knife, or rotogravure coating;
2. (b) Coating processes on a continuous roll of plastic film; or
3. (c) Decorative coatings on metal foil.
