“Modification” means either of the following depending on the purpose for its use:

1. (a) For purposes of RSA 125-C, “modification” means any physical or operational change in a stationary source or device that increases the amount of a specific air pollutant emitted by such source or device, or that results in the emission of any additional air pollutant, but does not include:

   1. (1) Routine maintenance, repair, and replacement;
   2. (2) Use of an alternative fuel or raw material by a stationary source that the source was capable of using before February 1, l973 unless prohibited by an enforceable permit condition;
   3. (3) Use of an alternative fuel derived from municipal solid waste in a steam generating unit; or
   4. (4) An increase in the hours of operation or in the production rate unless prohibited by an enforceable permit condition; or
2. (b) For purposes of RSA 125-I, “modification” means “modification” as defined in RSA 125-I:2, X, reprinted in Appendix C.
