1. (a) The purpose of the rules in subtitle Env-A is to implement a comprehensive program to identify and control sources of air pollution so as to:

   1. (1) Implement RSA 125-C to effectuate its purpose, as stated in RSA 125-C:1, namely to:

      1. a. Promote the public health, welfare, and safety;
      2. b. Prevent injury or detriment to human, plant, and animal life, physical property and other resources;
      3. c. Foster the comfort and convenience of the people;
      4. d. Promote the economic and social development of this state; and
      5. e. Facilitate the enjoyment of the natural attractions of the state; and
   2. (2) Implement RSA 125-D, RSA 125-I, RSA 125-J, RSA 125-M, RSA 125-N, RSA 125-O, RSA 125-R, and RSA 141-E.
2. (b) The purpose of this chapter is to establish definitions that apply across all subsequent chapters in subtitle Env-A.
