No later than July 1 of each year subsequent to filing its initial compliance plan, a utility shall:

1. (a) Certify that its compliance plan continues to meet the requirements of En 2103, Puc 2100, and RSA 366; and
2. (b) If necessary, file an updated compliance plan which meets the requirements of En 2103.04.
