The division shall give notice of the issuance of a license:

1. (a) Directly to the applicant;
2. (b) By publication on its website,
3. (c) Directed to the attorney general; and
4. (d) By regular or certified mail to abutters or their representatives as identified by the applicant, notifying them of the rights of appeal in RSA 371:20.
