1. (a) Benefits paid to an eligible individual shall be deemed to be paid through an employment office where any or all of the steps relating to the determination of a claimant's eligibility for benefits are made by or at an employment office.
2. (b) Unless a claimant has elected to receive payment by direct deposit to the claimant's bank account, payment shall be made by mailing a check to the claimant's last address as reported to the department of employment security.
