After deletion of the name of the petitioner, declaratory rulings shall be made available to the public and filed with the director of legislative services pursuant to RSA 541-A:16, II. To the extent that the identity of the petitioner can be discerned from the declaratory ruling, the petitioner shall be deemed to have waived confidentiality by the filing of the petition for declaratory ruling.
