If the board is unable to make a governmental public record available for immediate inspection and photocopying, then it shall, within 5 business days of request:

1. (a) Make such record available;
2. (b) Deny the request in writing with reasons; or
3. (c) Furnish written acknowledgment of receipt of the request and a statement of the time reasonably necessary to determine whether the request will be granted or denied.
