1. (a) The needs assessment shall assess the current condition of the facility, including but not limited to the following:

   1. (1) Building envelope and interior spaces;
   2. (2) Life safety code;
   3. (3) Building code;
   4. (4) Mechanical, electrical, plumbing, and structural systems;
   5. (5) Accessibility;

   6. (6) Environmental conditions, including but not limited to:

      1. a. Indoor air quality;
      2. b. Lighting;
      3. c. Acoustics; and
      4. d. Sanitation;
   7. (7) Building systems and equipment;
   8. (8) Safety and security; and
   9. (9) Energy use.
2. (b) The condition of the facility shall be assessed by a third-party licensed engineer, a licensed architect, or other qualified professional.

3. (c) In addition to the above, the needs assessment shall assess, including but not limited to, the following:

   1. (1) The suitability of the facility to meet the educational needs of the school district or charter school, as identified in the educational specifications;
   2. (2) A summary of the space needed; and
   3. (3) The gap that exists between the current state and desired state of the school district’s or charter school’s programmatic needs, and the factors that can be attributed to this gap.
