In addition to the terms defined in RSA 194-B:1, unless context makes another meaning manifest, the following terms shall have the meaning stated:

1. (a) “Local school board process” means the approval process set forth in RSA 194-B:3, II; and
2. (b) “State board process” means the approval process set forth in RSA 194-B:3-a.
