The hearing officer shall:

1. (a) Hold hearings;
2. (b) Regulate and control the course of hearing;
3. (c) Administer oaths or affirmations;
4. (d) Determine the order of proof;
5. (e) Receive relevant evidence;
6. (f) Take official notice of facts which are of common knowledge and general notoriety;
7. (g) Dispose of procedural requests;
8. (h) Hold informal conferences, preceding a prehearing;
9. (i) Interview or examine parties or witnesses;
10. (j) Consider and evaluate facts and evidence in order to make proposed findings of fact or conclusions of law;
11. (k) Cause a complete record of any proceeding to be made; and
12. (l) Take any other action, consistent with applicable statutes and rules, necessary to conduct and complete the proceeding in a fair and timely manner.
