1. (a) All notices of hearings shall:

   1. (1) Be prepared and forwarded so as to afford all parties sufficient opportunity to prepare for, and develop the issues to be considered and decided at, the hearing; and

   2. (2) Be forwarded to all parties:

      1. a. In sealed envelopes;

         1. 1. Through the United States mails;
         2. 2. Registered mail;
         3. 3. Return receipt; or
      2. b. By personal service; or
      3. c. Transmitted electronically with automatic receipt.
2. (b) The notice shall contain all the elements listed in Ed 206.03.
