"Hearing" means the process by which the parties actually present evidence, data, and/or argument by methods appropriate to the circumstance and includes, but is not limited to:

1. (a) Conducting trial-type evidentiary procedures;
2. (b) Directing the filing of exhibits, affidavits, memoranda, or briefs;
3. (c) Directing the delivery of oral argument; or
4. (d) Any combination of the above or similar procedures.
