The sequence of the special education process shall be:

1. (a) Referral;
2. (b) Evaluation;
3. (c) Determination of eligibility;
4. (d) Development and approval of the IEP;
5. (e) Placement;
6. (f) Ongoing monitoring of the IEP; and
7. (g) Annual review of the IEP.
