1. (a) SBVI shall issue licenses only to a candidate who is:

   1. (1) A citizen of the United States;
   2. (2) Legally blind as defined in Ed 1019.03(b); and
   3. (3) Qualified to operate a vending facility by evidence of having successfully completed training prescribed by SBVI or by virtue of demonstrated experience.

2. (b) Preference shall be given to qualified candidates who:

   1. (1) Are in need of employment; and
   2. (2) Are residents of the state of New Hampshire.
3. (c) Candidates, who have satisfactorily completed the training and probationary period described in Ed 1019.05 and Ed 1019.06, shall be issued a manager license.
