In order to be considered for services under the state supported employment services program, an individual shall:

1. (a) Be eligible for vocational rehabilitation services in accordance with the provisions of 34 CFR 361.42 and Ed 1006;
2. (b) Be an individual with the most significant disabilities pursuant to Ed 1007; and
3. (c) Have supported employment identified as the appropriate rehabilitation objective for the individual on the basis of a comprehensive assessment of rehabilitation needs, including an evaluation of rehabilitation, career, and job needs.
