1. (a) Any party may request the continuance of a proceeding or the extension of a deadline by filing a motion with the presiding officer in accordance with Ec-Wtr 203.09.

2. (b) The presiding officer shall grant any motion for a continuance or extension if the presiding officer determines that good cause has been demonstrated, including:

   1. (1) The unavailability of a party, witness, or attorney necessary for a proceeding;
   2. (2) The likelihood that a proceeding will not be necessary because the parties have reached or will imminently reach a settlement; or
   3. (3) Any other circumstances demonstrating that a continuance or extension would assist in resolving the appeal fairly.
3. (c) An order granting a continuance or extension shall specify the new date of the proceeding or deadline.
