- (a) Any person who wishes to file a preliminary notice of appeal (PNA) and offers to enter into settlement discussions shall file a PNA in accordance with this section and RSA 21-O:14, I-b.
(b) The PNA shall:
- (1) Conform to the filing requirements of Ec-Wtr 201.01;
- (2) Conform to the PNA requirements of RSA 21-O:14, I-b; and
- (3) Be clearly marked “Attention: Appeals Clerk” on the envelope.
- (c) The appellant shall serve the notice of the PNA either in person or via certified mail and in accordance with RSA 21-O:14, I-b (b).
- (d) Any party providing notice to the preliminary appellant in accordance with RSA 21-O:14, I-b(d) shall submit a copy of the notice to the appeals clerk by submitting a filing that conforms to the requirements of Ec-Wtr 201.01.
- (e) A notice of appeal filed pursuant to RSA 21-O:14, I-b(e) shall comply with Ec-Wtr 203.01.
