An eligible institution wishing to participate in the scholarship program shall:
- (a) Enter into a participation agreement with the commission, as described in Csp 408, and provide a certificate of authority stating who is authorized to sign on behalf of the institution;
- (b) Make available to the commission annually, by November 1st, the number of full-time undergraduate New Hampshire residents who are enrolled in the institution; and
(c) Provide documentation confirming that as a private postsecondary institution:
- (1) It has been approved to operate in the state by the higher education commission pursuant to RSA 21-N:8-a;
- (2) It is eligible to receive federal Title IV funds;
- (3) It has been accredited by the New England Commission of Higher Education; and
- (4) It is exempt under section 501(c) of the U.S. Internal Revenue Code.
