The purpose of these rules is to define the circumstances in which, and mechanisms by which, involuntary emergency treatment, seclusion, or restraint can be provided for adult residents in correctional settings. These emergency interventions are designed to be effective, safe, and time-limited and utilized only after all less restrictive options have been exhausted.
