Persons desiring to re-enter NHDOC facilities, once being removed or debarred, shall not re-enter said facilities without requesting of the commissioner of corrections or the commissioner’s designee to have the person’s visiting privileges restored. The commissioner or designee shall render a written decision based on an assessment of future risks, rehabilitative needs of the resident, and security of the institution.
