1. (a) If any person requests a transcript of the recording of a hearing, the board shall:

   1. (1) Notify the claimant of the cost of the transcript;
   2. (2) Upon receipt of payment for the cost of the transcription, cause a transcript to be prepared; and
   3. (3) Upon completion of the transcript either forward the transcript to the claimant or provide notice of where it can be picked up.
2. (b) Any party may record the hearing and have a transcript made at the party’s expense, but only the transcript made by the board shall be the official transcript of the proceeding.
