“Federation of Chiropractic Licensing Boards (FCLB)” means a national non-profit organization of chiropractic regulatory boards maintaining a database containing information on both disciplinary actions taken by chiropractic regulatory boards and exclusions from medicare and medicaid reimbursement by the U.S. Department of Health & Human Services.
