Any interested person may petition the commission to waive a procedural or non-procedural rule adopted by the commission, or request a declaratory ruling on the applicability of any statute, rule, or order administered or enforced by the commission. The rules in this part shall apply to any petition to waive a rule or petition for declaratory ruling.
