HC designation assistance shall include:

1. (a) Evaluating whether a municipality meets or maintains the minimum qualifications for HC designation outlined in Bea 504 and promulgated by the department; and
2. (b) Assessing capacity of existing water, sewer, and stormwater infrastructure and potential expansion or development of water, sewer, and stormwater infrastructure if none currently exists, or to assess needs in conjunction with land use regulation and ordinance changes, as well as increased housing development.
