Regulatory change shall include:

1. (a) Drafting amendments to existing land use regulations and ordinances, or existing financial tools, that incentivize the development of workforce housing that satisfy or maintain HC designation criteria;
2. (b) Drafting new land use regulations and ordinances or new financial tools that incentivize the development of workforce housing that satisfy or maintain HC designation criteria; and
3. (c) Seek adoption of amendments or new land use regulations and ordinances or financial tools that incentivize the development of workforce housing.
