In addition to the project requirements in Bea 303.02 above, applications for the printing of materials shall:

1. (a) Include a detailed distribution plan for the total number of materials printed as part of the project;
2. (b) Include 3 competitive bids for printing services; and
3. (c) Include a conceptual or sample design.
