1. (a) On appeal, the appellant shall have the burden of proving, by a clear preponderance of the evidence, that the licensing board’s decision was:

   1. (1) Not supported by substantial evidence on the record;
   2. (2) Arbitrary and capricious;
   3. (3) An abuse of the licensing board’s discretion; or
   4. (4) Otherwise unlawful.
