1. (a) Any person shall make a request to the board to commence a proceeding for the purposes of updating or changing the state building code manuals for the codes described in RSA 155-A:1, IV by filing a petition which contains:

   1. (1) A statement of the intent, purpose, or particular result intended by the petitioner;
   2. (2) If the petitioner proposes to amend or repeal an existing rule, an identification of the particular rule sought to be amended or repealed;
   3. (3) Any data or argument the petitioner believes would be useful to the board in deciding whether to commence the adoption of the rule; and
   4. (4) The proposed text.
