The operations division, headed by the director of operations, shall coordinate the following functions:

1. (a) Accounting, purchasing, and budget control;
2. (b) Personnel management;
3. (c) Property and contract management; and
4. (d) Assistance to the commissioner with short and long range department level planning activities.
