“Deceit-fraud” means an intentional act of:
- (a) Deception in order to secure an unlawful gain;
- (b) Deception pertaining to contractual procurement or fulfillment; or
- (c) Concealment of, or making a false impression of, a material fact, including when attempting to procure DRA certification at any level.
