1. (a) In conducting public forums or subcommittee meetings, the chairperson or a designee, at any time before or during a public forum or subcommittee meeting shall:

   1. (1) Refuse to recognize a person who refuses to comply with Asb 206.07 above; and
   2. (2) Revoke recognition of a speaker who does not comply with Asb 206.07.
