1. (a) Within 30 days after the adoption of a rule, any person may request an explanation regarding the adoption of rules pursuant to RSA 541-A:11, VII by submitting a written request that the board issue a statement explaining the following:

   1. (1) The principle reasons for and against adoption of a specific rule in its final form; and
   2. (2) Reasons why the board overruled arguments and considerations against the rule.

2. (b) Requests shall be submitted to the board's clerk at:

   Assessing Standards Board Clerk

   c/o NH Department of Revenue Administration

   PO Box 457

   Concord, NH 03302-0457

3. (c) The request shall be placed on the agenda at the next scheduled board meeting.
4. (d) The party requesting the explanation shall be notified of the date of the next scheduled board meeting.
5. (e) The board shall issue a response within 45 days of the board meeting.
