The department shall accept information for advertising in the bulletin which is about:

1. (a) The agricultural items and services described in Agr 503.03; and

2. (b) Coming agricultural events, excluding:

   1. (1) Horse shows;
   2. (2) Trail rides;
   3. (3) Old home days;
   4. (4) Foliage tours; and
   5. (5) Commercially sponsored events.
