These rules have been established to:

1. (a) Prevent and control the spread of invasive plant, insect, and fungal species;
2. (b) Minimize the adverse environmental and economic effects invasive species cause to agriculture, forests, wetlands, wildlife, and other natural resources of the state; and
3. (c) Protect the public from potential health problems attributed to certain invasive species.
