As used in this chapter, unless the context clearly dictates otherwise:

1. (a) “Administrator” means the administrator of the animal population control program, who is appointed by the commissioner of agriculture, markets, and food;
2. (b) “Applicant” means the owner of a companion animal;
3. (c) “Companion animal” means a dog or cat;
4. (d) “Complaint” means a written and signed allegation of violation of these rules or RSA 437-A by an applicant or participating veterinarian;
5. (e) “Department” means the department of agriculture, markets, and food;
6. (f) “Filing” means signing, dating, and sending a document by first class mail to the department;
7. (g) “Participating veterinarian” means a veterinarian or veterinary practice that has filed the veterinarian’s agreement to participate with the administrator;
8. (h) “Payee” means a participating veterinarian or veterinary practice;
9. (i) “Program” means the animal population control program pursuant to RSA 437-A:2; and
10. (j) “Sterilization” means spaying or neutering, including maintenance, discharge, and removal of sutures.
