1. (a) At the request of the unit, an agency shall make available a copy of its current written health and safety program.

2. (b) The unit shall review and recommend to the agency such changes as would:

   1. (1) Be more effective in reducing risk and protecting employee health and welfare; and
   2. (2) Resolve any conflict with rules adopted by the commissioner of the department of labor.

3. (c) An agency shall provide the unit with:

   1. (1) Written acknowledgment of receipt of the unit's recommendations; and
   2. (2) A statement of the agency's plan for following the recommendations.
