In the case of service contracts involving services to more than one agency that originated with a request for proposal:

1. (a) The division shall recommend to the commissioner a vendor according to the procedures set forth in Adm 606; and
2. (b) In the event that a bidder submitting a service contract proposal under Adm 604.09 is selected to provide services, the bidder shall execute such standard contract terms as designated by the department of justice.
