At least 5 days before the hearing the parties and intervenors shall provide to the other parties and intervenors:

1. (a) A list of all witnesses to be called at the hearing together with a brief summary of their testimony;
2. (b) A list of all documents and exhibits to be offered as evidence at the hearing;
3. (c) A copy of each document intended to be offered as evidence at the hearing; and
4. (d) An offer to inspect at times and places of convenience to the other parties and intervernors the non-documentary exhibits intended to be offered as evidence at the hearing.
