1. (a) Copies of all petitions, motions, exhibits, memoranda, or other documents filed by any party or intervenor shall be delivered by that party or intervenor to all other parties and intervenors.
2. (b) All notices, orders, decisions or other documents issued by the presiding officer shall be delivered to all parties and intervenors.

3. (c) Delivery of documents relating to a proceeding shall be made by:

   1. (1) Personal delivery, except in the case of documents issued by the presiding officer; or

   2. (2) By depositing into the United States mail a copy of the document in an envelope bearing:

      1. a. The name of the person intended to receive the document;
      2. b. The full address, including zip code, last provided to the committee by such person; and
      3. c. Prepaid first class postage and, in the case of documents issued by the presiding officer, prepaid certified mail with return receipt requested.
4. (d) When a party or intervenor appears by a representative, delivery of a document to the party's or intervenor’s representative at the address stated on the appearance filed by the representative shall constitute delivery to the party or intervenor.
