The commissioner may adopt rules, under RSA 541-A which are reasonable and necessary for the implementation and administration of this chapter, relative to:

1. I. Qualifications and application review procedures for licensure under RSA 402-F:2.
2. II. License suspension and revocation procedures.
3. III. Procedures for inspecting books, accounts, and records, under RSA 402-F:9.
4. IV. Hearings, appeals, and enforcement procedures.
5. V. [Repealed.]
